Ubuntu doesn't come with a compiler, but they are very, very easy to come by ("apt-get install gcc"). GTK, phython, et al are all available the same way. It would be very easy to set up as a good development platform.

All open source development environments are available to use if you install them. The default install only uses the Ubuntu supported applications. You can add the "Universe" and "multiverse" repositories. Synaptic will give you access to them. The basics for development like gcc are included in a package call "build-essentials."
