Utility to manage /etc/rc[0-6].d

I really enjoy using the chkconfig utility to manage services in runlevels, but since switching to Ubuntu, I can't find a good utility that offers a command-line driven app like chkconfig.

I have played with rcconf and sysv-rc-conf, but (correct me if I'm wrong) they only allow me to switch services on/off. As far as I can tell, they won't allow me to add any services on bootup.

Do any of you have any suggestions on a good command-line driven (heck I'll take GUI if you got it) utilities to manage (including adding services) runlevels?

I'm not on my box now, but isn't there a update-rc.d script?
