I can't help you from experience but did a "Google" with -linux tata indicom modem- and found numerous articles. If no one answers in a day or so you may want to check it out.

The output from wvdial looks like everything is working fine:

you've been able to contact your ISP, and you've been assigned an IP address...

Quote:
--> local IP address 59.161.10.7
--> pppd: %G%@[08][06][08]%G%@[10][06][08]
--> remote IP address 172.23.118.88
--> pppd: %G%@[08][06][08]%G%@[10][06][08]
--> primary DNS address 202.54.29.5
--> pppd: %G%@[08][06][08]%G%@[10][06][08]
--> secondary DNS address 202.54.10.2
--> pppd: %G%@[08][06][08]%G%@[10][06][08]

...what happens when you try to do this after using wvdial?:
