upgrade to feisty (kubuntu), proxies...

Hi,
I've managed to get adept to run through the proxy for the uni by setting appropriate environment variables, however, I've having a small problem now that I want to upgrage to feisty. I've done it on my home machine outside the proxy, so I know what should happen:

namely, I upon completion of an update in adept, there should be a message jumping up saying that Feisty is available, and offering the opportunity to perform the upgrade. Instead, a box pops up trying to copy a file:
http://changelogs.ubuntu.com/meta-release

and then disappears without success - presumably because it's not getting through the proxy. I can download the file manually, but is there somewhere I can place it to convince adept to use it and thus detect that the Feisty upgrade is available?
