I am posting this here, I am not sure if it's been posted, cured or just tolerated, I have only seen this fix documented once and I intend to post the link here, symptoms include on a full Ubuntu install, fresh install, standard....what occurs is, when you log in, the screen is white with a purple band where the icons should be, there are little arrow heads at the far right hand side which when hovered over will offer tool tips, at the top of the screen in the Ubuntu toolbar, if you open anything up it is either totally obscure, or hazy, this makes it hard to update as often the agree box or dialogue box is hidden.

I take no credit for this, and can only thank this person, they cured a system that was on the verge of being flattened and reinstalled with another distro, i say here, " thanks dudes!"
