Do you have libdvdcss2 and win32 codecs installed? These are not installed by default in Ubuntu. Also I would recommend Xine or Mplayer for DVD's, much better than Totem IMHO.
If you open a terminal window and execute totem from the command line you may get additional information on whats going on. Almost any GUI application will give you more information when you start the ap from the command line.
