Problems with keyboard layout

I wont to switch my keyboard layout to croatian hr and when i do that with system prefernces and then keyboard meaning when i change it there nothing happens. Is there a file like xorgconf or something like that where i could configure that and how do i do it... why is my default us english when i chose croatian during the install ... that would be all thanx

If the language is wrong you need to change it in /etc/x11/xorgconfig as well as your DE.
