Package manager problems

I have installed Ubuntu 8.10 I have had it running good for about
two weeks.
I was installing some .debs i got off of a website
www.getdeb.net. Some of the apps would not install

so I killed the installer app. I went to check for updates
and it said another package manager was running. I checked thru the terminal. it said there was nothing running. It still wouldn't let me
update,so I rebooted the computer and it still won't let me update,install or remove.

Any ideas?

You probably have a problem with a lock file left locked when you killed the installer. Delete /var/lib/apt/lists/lock and try again.

After I tried this it allowed me to use the package manager
