newbie needs help setting folder permissions for new users
 
When I create a new user in the KDE User Manager for joe the new user folder /home/joe has a lock over it and I can't access it. The reason for me adding users is so that they can upload/download files to my computer remotely and it would help if I were able to have control over it as well. I was hoping that someone would be kind enough to tell me how I might fix this little access problem tht I have. Is there a way to change the default security settings to be less strict when creating new users? I'm very new to kubuntu and kde and I've spent hours looking on google and various forums looking for the answer to this problem and though I'm sure I've come across the answer, I'm too much of a newbie to make heads or tails of it.

Any and all help is greatly appreciated.

PS. feel free to dumb down any explanations as much as possible :)

That's command line stuff and some links to good info about permissions and umask. Not sure about how to do it with KDE gui stuff.
