In short Yes you can boot from a floppy drive if the BIOS do have that option .
But what are you're intention using a floppy to boot and the rest of the system on a USB hard drive ?
That is possiblen
But can the floppy and the USb HD conect to you're computer at the same time

You need to update/upgrade your BIOS. At present your only option is boot from floppy, liveCD, virtual machine and network.
