missing kde headers.....

alright, i hate to do this cause i saw several solutions but none of them work. when i try to install things, esp themes and such i get error that kde headers missing. i tried to install libkde4-dev, no such luck.
Code:
./configure --prefix=`kde-config --prefix` --disable-debug
i get
Code:
checking for KDE... configure: error:
in the prefix, you've chosen, are no KDE headers installed. This will fail.
So, check this please and use another prefix!
I tried kdelibs-dev, says has no installation candidate; prefix=/path/to/kdeheaders; kdebase-dev, i get lots of unmet dependencies.
please help, i would like to end this madness
