Sorry, When you said "guest" I was thinking of a normal user named "guest" (which does exist on both of my computers). I didn't realize that you were talking about the default "Guest Session" which is a "kiosk" mode.
What I said applies to a normal non-administrative account that you have created. What you are saying applies to the "Guest Session" listed on the Log In screen. So we are talking about 2 different things.

I saved what I needed on a thumb drive and did a fresh install of 16.04 . problem solved. it isn't obvious how to mark this as "solved"

Thanksfor clarifying, makes sense with a created user 'guest'. The OP referred to 'guest' and I assumed he was referring to the default as he didn't seem to understand adding a user
