I think you mean Ubuntu 6.10, right? Ubuntu releases end in either a ".04" or a ".10", reflecting their six month release cycle (6.10 = October 2006). Anyhow, regarding your issue: What error do you get if you try to lock from the command line?
Code:
gnome-screensaver-command --lock

lock screen is not working in ubuntu 6.10

u r right my ubuntu version is 6.10.i tried u r option
"gnome-screen saver-command --lock" .The moment i type this command monitor
turns blank i.e display black screen ,if u shake mouse or hit a key from keyboard screen get alert. It is not locking the terminal. If it locks it should display a password text box to enter a password to unlock the terminal or prompt for password .Terminal itself fail to lock its not taking any action after clicking the lock screen button. Also i have installed xlock from the synaptic manager but no use .

Maybe try reinstalling the gnome-screensaver package from within Synaptic.

There's a few other packages you might try reinstalling then. Keep in mind it's just a wild guess whether it would help or not, as I really don't know for sure what could be causing this behavior. The packages which seem most relevant to me after a quick scan through Synaptic are these: gnome-session, gdm, libsm6, sessreg.
