Live video stream with Ubuntu Server (12.4)

I am attempting to setup a live video stream with Ubuntu 12.2 and am having trouble. I am new to Linux, however I have a desire to learn. Below is part of an email I sent to someone I know is in Linux aware, however I also wanted to reach out to you. Please advise the following after reading the eamil:

Will the mentioned capture card work for my needs? (will be using the composit inpute)
Do you recommend another capture card?
What are some step by step instructions for: 1- install and configuration of the Capture card? 2- Testing the capture card. (Command line and GUI). I ultimatly would like to eliminate the GUI.

EMIAL:

As mentioned on the phone, GNTV (20.4) is a local TV station that rebroadcast Loma Linda, Home Channal and 3ABN. We also broadcast our own programing. This station broadcast to the Greater Dallas/Fort Worth area. (http://goodnews20-4.tv/)

We have a computer that is used to schedule programming from the four sources, depending on what is being broadcast. We have a desire to feed the same signal that is going over the Internet to the transmiter to another computer to stream live TV onto the Internet, accessable from our website.

The software/equipment consists of:

Ubuntu Server 12.04 with GNOME GUI (I am new to Linux).

TV capture card WinTV-PVR-350 (48132) rev K268.

What suggestions can you give me to make this work?

According to some research that I did about Ubuntu and this capture card, the drivers are supposed to be apart of the OS.

What command can I use to see what devices are installed?

Is their an area in the GUI interface that I can view the installed device drivers?

I have done some research on this and discovered that VLC player can do this. Is this the best application to perform the task?

What is mythtv, found at www.mythtv.org/ and will it be of use to me in this project?

We are planning on using the composite inpute to feed this streaming computer.

I like your suggestion to save what is being streamed and then providing a list of previous broadcasts on our site as well as the live streaming.

In the future, this might be something we would like to do.
