Installing programs without internet connection or DVD drive

Is there a 2nd and 3rd CD for Ubuntu? And if so, where can those CDs be found. Also, once I get those CDs, how do I configure the package manager to look for those CDs?

No, ubuntu consists only of a single disc.

Off the top of my head, all I can think of apart from downloading packages elsewhere is that you might try using some debian CDs (the universe repository is basically a snapshot of debian I think). I've never tried that though, I have no idea if it works.

You could try taking a USB flash drive, or some other storage device, and downloading files from an Internet-enabled computer and trasferring them via the device. I've been doing that recently, and, although it's difficult to install something that has multiple dependencies, it works better than having the same old boring stuff that comes pre-installed.

I have the 2 Debian 3.1 DVDs. How do I add them to Synaptic? Or do I have to copy all the .deb packages manually and install them using KPackage? (Kubuntu)

I don't think you wanna install debian packages, it can seriously hose your system.
