So you're refurbishing used notebooks, some of them really old.
As randell6564 mentioned, using modems ain't really necessary nowadays. You don't need to offer that to your clients. Just get rid of that idea.
It might be a better idea to become a reseller for a DSL company, and to offer your clients a reasonably-priced DSL connection as an advantageaous add-on.

Apart from that, in the meantime, there'd be some single drivers that actually support WinModems on Linux. But I really wouldn't go for that, especially not with the broad variety of hardware you probably need to serve!
So go for DSL. - Also, none of your clients would even notice they had a WinModem on board, and even if one did, you'd never signed a contract to support it.
That's not a piece of hardware being supported by that conditions.

Anyways, I wish you good luck, and a good rational background with any of your decisions.
As by adding-on a contract for a DSL line (earning some extra $), and sparing the costs for Windows, you could even have a much better position than before!
