Exclamation gcc: Too many open files in syste

I have a x86-64 machine running Ubuntu 8.0.4 (Hardy Heron) server and get this error when using gcc to compile:

/bin/bash: /usr/bin/gcc: Too many open files in system

What could be the reason?

Code:
$ cat /proc/sys/fs/file-max
65536
$ cat /proc/sys/fs/file-nr
768	0	65536
