Are you using an NVIDIA card?
Usually, when I see anything related to "restricted packages" it is a driver, such as the NVIDIA restricted driver for Linux. The "restricted " means it is not open source. If your video card is not performing as it should (no open GL - test it with the Chromium game or any other open GL game)then you need the restricted driver. I think some other video card manufacturers use restricted drivers as well.
