Can't change background image

I am unable to change the background picture on Ubuntu Hardy, either using the Appearance setting from the System menu or by right clicking the desktop.

When I run the command "gnome-appearance-properties %F" as root I get the following message:

Unable to start the settings manager 'gnome-settings-daemon'.
Without the GNOME settings manager running, some preferences may not take effect. This could indicate a problem with Bonobo, or a non-GNOME (e.g. KDE) settings manager may already be active and conflicting with the GNOME settings manager.

My system runs Compiz but is otherwise standard.

Ubuntu 8.04 with Compiz (same config here) outputs that error when using that command because it's not the desktop configuration tool that has priority.

Do you have access to adding / removing wallpapers or just everything is grayed out?

I have access to all the buttons, infact it pulls up a naultilus window to select a new picture but then does not add it. I can change from the standard backgrounds but cannot add to the list.
