Best file to edit to add to PATH

Hello,

On Kubuntu 5.10, what is the best file to edit to add directories to the PATH? I want to add some things that will be included at boot. Thanks.

I usually put in in /etc/profile for global or ~/.bash_profile for user specific.

What about for creating aliases that anyone can use any time?
