There was a comment I saw recently, I think on groklaw, that described an open standard as one that "does not require entering into an agreement with another party to implement". I think that's pretty much it in a nutshell.
Open software, et al, are certainly a bit more complex to define (the gpl, for example, requires the copyright holders' permission to do certain things), but I think in general it follows the same idea.
