As a UK taxpayer and a FOSS supporter, I certainly hope this actually happens!

Isn't this the same rumour that gets trotted out every few years? What will happen is that the contract bods will tell Microsoft that they are thinking of moving to FOSS, where possible, and Microsoft will suddenly remember that licences are suddenly 50% cheaper and come with a free holiday fact-finding tour somewhere warm. Then FOSS will be found to not give value for money. And then this will repeat the next time.
