You have to share the printer from the tower, no matter what you're running. If you're booted under Windows, you'll have to share it from there...not sure how to do it, since it's been 8 years since I've touched that.
I think you could then use Samba to print to it, but really not sure how.
Under Linux it's much easier. If you've already got the printer set up, CUPS will advertise it. On the laptop, set up a new printer, and there will be an option somewhere to use a different CUPS server. It'll magically pop up with the printer from your other computer. Select it, and enjoy.
