suse openssl

I install suse 9(SLE9) with all the packages include openssh and openssl from installation but when I try to compile cfengine I got the follwoing error message

checking for OpenSSL location... configure: error: Cannot find OpenSSL

I tried compile cfengine like
./cfengine --with-openssl=/usr/lib

but received the same error

also tried ./cfengine --with-openssl=/usr/include

still no joy

My SLE9 and my openssl are install from suse installation with the default setting
but I can not locate of my openssl, libssl.so.0 -> libssl.so.0.9.7 are locate in usr/lib

Can you help? please Thanks

I installed openssl-devel and this solved the problem.
