How to send pop up message to remote host. What is the command?

Can you be a little more specific? What do you mean "popup message"?

If it is enabled on the remote machine, you could use talk.

Or you could SSH in and use wall.

Without being authenticated on the remote machine, you should NOT be able to do this, for security reasons.

If you want to do it remotely, you could write an expect script to automate SSHing in and running wall.
