Resizing is always dangerous, so backup your data!
But in general, it is possible with a standard partitioner (e.g. cfdisk) and resize2fs (offline, so you need to boot from CD). You need to enlarge the partition first, then grow the filesystem. Growing can only be done at the lower end of the partition, the starting cylinder needs to remain the same (at least this is the case for reiserfs, but I assume the same for ext3).
EDIT: man resize2fs gives you the required information. As I said, the start-cylinder needs to remain the same.
