Perl in public_html

Hi Guys.

After many years of using redhat / Fedora i needed to install linux as a desktop for work. I was so impressed with SUSE its so easy to use in comparison. Anyway I'm not here to debate the differences between them etc, I'm having some problems finding my way round. I need to configure the home directories public_html. I have put phpmyadmin in there and that works fine, but I also need to enable perl scripts so i can play around. ( I know about the problems of security here, so I'm going to limit the interface to 127.0.0.1). Also its only me that uses the computer.
I placed the mod_userdir.conf into the conf.d directory even though YAST says its enabled (it took me a while to figure this out ! ) Anyway.... I need to run perl scripts in here too, but all it does is as me to download the file. test.pl so i renamed it to test.cgi (all with 755 permissions) but still no luck. I tried a few things in the usermod.conf file like +EXECCGI etc but it always stops working after that.
Does Any one have any Idea's. Sorry to be asking such a simple question but I'm finding it hard to adjust not having all the config info in 1 file is really confusing....

Thanks again .....
