I guess this should be an option in the config file of the client. For wget, this is /etc/wgetrc. The command-line ftp uses passive FTP per default as you said, but in case this is not supported by the server, active FTP will be used automatically. It can be activated with the '-A' switch.
EDIT: You can set the default mode to active by changing/adding the environmental variable FTPMODE=active (e.g. in /etc/profile.local). See 'man ftp' for details.
