The short answer is, no, not in the way you mean.
First, some clarification - any CD image with "OSS" in the title is the Open Source ONLY version. The ones without "OSS" are the retail CDs, and contain a few non opensource (but free, nonetheless) packages such as Java, Adobe Reader, etc. Therefore, if you're going for the OSS version, then download only OSS cd images, otherwise go for the non-OSS version. Other than the non-open source packages included in the retail version, there is NO difference between it and the OSS version. Check this out for more info:

So, in short, you can download the same edition's CDs from anywhere you like. So long as their all either OSS or non-OSS but not mixed, you can download the ISOs from wherever you want.
