howto disable shutdown/lock screen and make system wide icons

Dear all,
Maybe this is more of a KDE question than a Suse specific question but anyway I'm running Suse and wondering how to change the default install towards the following settings:
- only root can restart/shutdown (both graphically and console)
- only root can lock a screen
- only root can press ctrl-alt-del or ctrl-alt-backspace
Furthermore I would like to have some system wide icons on the desktop (or in the KDE menu). How do I make those launchers for everybody?
Thanks in advance!
Best,
Joris

For shutdown stuff go to:

kcontrol --> system administration --> login manager

Modify to your liking, or you can modify (or create a new halt / reboot script and make it do what you want).

And for the other stuff I suggest:
