How to enable UTF-8 characters displaying correctly in OpenSuse 10.2 ?

currently they are displayed as ???????????????

how to display them correctly in

a) Console
b) XTerm
c) KDE

Are you sure that the text that appears as ???? is UTF-8 and not iso8859? Do some filenames appear like that or is it text that you input?
