Question How do you verify that a restore is bootable?

I'm working on "Bare Bones" recovery for my clients and have a nice CD to boot up and let me restore a tar backup. The problem I have is that after I do fdisk, mkfs, mount, then tar to reload the disk (and grub to make disk bootable), I get strange messages on the reboot like "/etc/initscript - error in line 55 - no more processes". My current train of thought is that boot, etc, lib and usr need to be loaded verbatim, then dev, proc and var created as empty directories. Feel free to chastise this thread; I've googled a good bit but perhaps not enough.
