how can i "enable full multimedia capabilitiy" without a internet connection?

I am new to linux and i have not set up an internet connection on that computer yet, and after reading the "sticky" about releasing full multimedia capability i cannot go that route. if some one knows another way to download it on a windows computer and than put it on a disk (sd card) Thank you in advance
