The best way to have openSuse 11.3 is clean install. Take backup and restart your pc with the cd. Otherwise there is a choise of update during the installation you will choose either you format the disk or remove only previous installation and install the new one. For M$ Certified installation don;t worry it will now have any problem. You will NEVER lose it if grub does not finds tell us to configure correctly so it can run!
Upgrading to openSUSE is pretty easy. Just pop in the CD/DVD and use the upgrade option. It should not affect your existing dual boot setup.
Now, whether you need to upgrade to 11.3 is a totally different question. 11.3 has some kernel and application upgrades. If you are not having any problems with your 11.2 and if you are not too keen about using the latest versions of everything, a distro upgrade may not be needed.
As the guy before said, openSUSE 11.2 and 11.3 are about the same. If you are running a server, I don't think they added any features for a server. If anything, openSUSE 11.3 has a lot of bugs compared to 11.2. My computer with 11.3 unexpectedly logs out in certain programs and freezes in screensavers with 11.3. It worked beautifully with 11.2
I'm running a 11.2 and a 11.3 both desktop and both are just running fine. There are some minor updates on several applications but I don't see a need to upgrade the 11.2 one. If you are using an old TurboPrint 1.x version you have some problems to get this to work with 11.3, as the X11 libs have changed. But it's possible to have TurboPrint 1.x working with 11.3 too.
So I vote for: there is no a real need to update to 11.3
