Does SuSE 9.2 have a partioning tool that comes with it?

I want to partition the drive that SuSE 9.2 resides on, split it up for a data drive and perhaps another distrobution.

Parted should be installed on your system, but you can download and install it if it's not. "Fdisk" and it's pendant "cfdisk" should be on the system too.
QtParted is a frontend for "Parted".

What does Partitioner do? How does it differ?

I don't have SuSE on my computer, (YET!), but I am seriously considering it. What does it's built in "Partitioner" do for you? I'd like to run SuSE 9.2 and Linspire on a separate partition and then have yet another partition to store my data, music, and photos.

If you don't have it (YET!) , you can create/modify the partitions when installing the distribution. It's more easy.

You say that I can create / modify partitions when installing . . . . . are you saying that can create multiple partitions via a GUI interface, and would I be able to do this partitioning with 9.1?

Open Yast. Goto System category and select Partitioner module. It's the GUI for parted.

Yes, the easy way is to do an auto-install and when it presents you with the recommended partitions to review, just click on that heading and modify to your needs. Once you finish the installer will save your changes and then continue on from that point. This is how I set up separate partitions for /home and other mount points.

Once the install is finished you can always open YaST and use the same tool via the Partition module to edit what you have created on your disk, or make new partitions for other uses.
