Dell inspiron 5100 / suse v10.0 / modem recognition

I have a Dell Inspiron 5100 laptop and have installed Suse v10.0 on it and for the most part it works well but ...

- When in ROOT, the on-board modem is reognized and as you can see here, I can access the Internet BUT

- If I elect to use Suse v10.0 as one of the users, the on-board modem is NOT recognized and accordingly I can not get access to the Internet.

Any ideas as to which file(s) should have what in order for Suse v10.0 to recognize the on-board modem when using one of the User Namea and not using ROOT?

Basically you must configure it as root and set permissions...for user to start/stop the internet connection. All this can be done from the GUI framework.
