I need to dim the screen and lock my session and without power manager they could not be done.

Do you have a Mint system or LiveCD to compare this to?

Mint 2 Cinnamon and F26 Cinnamon as another systems under multi-boot.

Hrm did you double check to see if all of your Cinnamon components are properly installed?
