Yast error

Can someone explain what exactly this Yast error means?

"Another process is accessing the package database. Package management cannot be used now."

Running "top" shows nothing else running that might interfere, and the error doesn't go away until I re-boot. I thought repeated re-booting was only a WinDoze feature.

Most likely opensuse-updater is refreshing the repository status, which means that you'll have to wait until it finishes (about 5 minutes).

It's probably, when you try to access 'Software management' and 'Installation sources' simultaneously.
