The preferred method to installing wine, as well as other packages in openSUSE, is to use the Software installation under YaST. To do this, start YaST (as root), select Software Management, and then search for the desired package. You may, however, need to add repositories to your list in order to get certain packages. To do this, again start YaST as root, and then select Software Repositories and then follow the prompts to add repositories to your list. It is much easier (in my opinion) to add repositories in openSUSE 11.0 than it was in subsequent releases, so you should hopefully have very little problems in doing so.

Since you are unable to download from your openSUSE laptop, you should automatically have the openSUSE CD or DVD added as a repository. I believe that wine is on there, at least on the DVD (not certain for CD), so you may be able to install from there.

Thanks swampdog, I found wine on the OpenSUSE 10.3 DVD (I installed 11
from live cd)I installed it, pressed start, more applications and it wasnt in the the list, so downloaded and burned the DVD of OpenSUSE 11, added it as a repository, found and installed wine, and it it said, "Sub process failed...Wine1.0.2(not sure which version) all ready installed."
I cannot find it by searching my whole computer.

Even though "wine" is a program - it is not one you call via the menu.
Open a terminal and type "wine" - if it tells you someting about its usage then you have it, if it says "command not found" you probably don't.
If it is there, run "winecfg" to configure it.
Then invoke it to run my_program.exe like this:
wine ./my_program.exe (this is from whithin the directory the windows .exe is in - or supply the full path to it)

Only when you have installed programs this way they - not wine itself - will eventually show up in your menu.
Check out "playonlinux" and "wine-doors" - they help the task of installing/configuring your (windows) programs.
