too many open files error on Enterprise server 10

while the system boots up, it gives an error -

Checking/updating CPU microcode WARNING: Failed to open config file
/etc/modprobe.d/intel_acpi: Too many open files

WARNING: Failed to open config file /etc/modprobe.d/filename1: Too many
open files

WARNING: Failed to open config file /etc/modprobe.d/filename2: Too many
open files

I added "fs.file-max=300000" in sysctl.conf but that didn't help.

Someone told me to put in -

* soft nofile 60000
* hard nofile 70000

in /etc/security/limits.conf but I think the error I'm getting is a kernel
level and not a userland error.

Any help would be much appreciated. Thanks.
