Share Sound Resources Between Applications

I recall reading that linux can be set up to allow multiple applications to mix their sound outputs together and have that result feed the speakers.

I use Gnomemeeting quite often for reasonably lengthy video calls. During that time, no other applications can play sound, even the KDE Window Manager. This is because, I am guessing, Gnomemeeting has somehow locked /dev/dsp.

Is there a way to set this up so that applications will "play nice" with each other, allowing all to access the sound resources? Thanks!
