http://www.oracle.com/technology/tec...n-kubuntu.html

Although it is installed at this point you still need to configure it :

root@kubuntu:/home/todd/Desktop# /etc/init.d/oracle-xe configure
Oracle Database 10g Express Edition Configuration

Just out of curiosity, is your Oracle instance running? I've seen these errors in the full Oracle Database 10g on Windows, and they were usually related to the Oracle service not running.

Are you trying to run from the command line?
When you run from the gui menus the programs are run through scripts which first export the oracle paths, lib, bin, etc. as they are not in the standard places /usr/lib etc.
could be that the paths need to be exported.
