There may be other cpu frequency scaling modules available - these may have been compiled into the kernel, or, more likely if you cannot see them, as modules. If they have been compiled as modules, you can search for them like so:

This should give you a rough indication of the options that are avaliable to you. You can have a go with these options if you like, but you should also check what the minimum and maximum cpu settings are. Your cpu may be able to run lower than it currently is.

On gentoo, this gives me the minimum set value for the frequency. To see what frequencies are avaliable for your processor, you should issue something along the lines of:

There is a possibility that the minimum frequency is set lower than the minimum available frequency that can be handled by your processor. The commands on your system may be different from the ones I have shown above.
