How can I let non-root users build crontabs?

Version SuSE 9.3 Professional

I need to allow a non-root user to build a crontab. I've created a /var/spool/cron/allow file and added this users id to the file. I then restarted the cron daemon. When this user runs "crontab -e" they get the error:
seteuid: Operation not permitted

What else do I need to change?

My Linux knowledge is very limiting, but you could give them 'sudo' access

# visudo

add the specific user in the visudo configuration file
add the specific command, crontab (with full path - maybe /usr/sbin/crontab???), in the visudo configuration file

all the user has to do is type

sudo crontab -e

then input their user password, and voila! They should be able to run it.

OR, I might be completely wrong.

Micro420, Thanks for your response! I have tried to sudo this without any luck, I really just need this user to be able to run /usr/bin/crontab. I'm currently researching this question in several places. If anyone else has a solution, please chime in.
