config files not being written under my id

I recently did a clean, complete install to upgrade from SuSE 9.1 Pro to 9.2 Pro. I did not copy any configuration files from my old to my new install. I created all the configurations including e-mail accounts from scratch. Now I find my KMail configuration and my Konqueror file manager configuration don't seem to be written to disk. The initial configurations were writen when I first started them, but any changes since are lost each time I happen to restart the system. I checked permissions and all seems well in both apps and config folders of .kde. When I run a super user file manager the configuration is stored and works as expected. I checked all the rc files and I do have read/write privileges and I am the owner. Odd stuff?

I do keep my system up-to-date with APT4RPM and Synaptic, but I use a pretty conservative component list.
