Changes to vsftpd.conf aren't altering my ftp server


I don't think that the vsftpd.conf file is affecting vsftpd. I can changes values in the file such as allowing anonymous logins and can't see a change. After I make my config changes I'm typing '/etc/init.d/vsftpd stop' and start in order to reinstate the config file. Am I doing something wrong here?

You need to check 2 other files.

/etc/vsftpd.user_list and /etc/vsftpd.ftpusers
