System services run because they provide functionality to the
system, regardless of any user being logged in or not. It would be better if you first check
if you need the service (dependency for another service?, read 'man avahi-daemon') and if you do check
the reason why it seems slow (check which /etc/avahi/services/ files it loads, run daemon in --debug mode).
