application settings not saved in 9.2

Application settings (planmaker and opera ask for startup stuff, registration each time) refuse to be saved.

I had changed some permissions on my home directory so, I made backups and put them on my fat partition hopefully getting rid of bad permissions, and created a fresh user for me to use.

Same problem now but only for my user and I've tried not using my backups at all (for fear of permission inconsistencies remaining) but no luck.

I have applied to all subdirectories, blah, blah: user = gavin - view+modify; group = users - view+modify; others - view.
No change.

ANY help appreciated!
