Apache2 server running very slow

We have an OpenSuSE 10.2 server running with the bundled apache and mysql servers. I have noticed that the response time to queries on the website are so slow as to make the website unusable. I ran the free -m command and the results are shown below:

total used free shared buffers cached
Mem: 2027 565 1461 0 13 390
-/+ buffers/cache: 161 1865
Swap: 4102 0 4102

The top command indicates there is hardly any CPU time being "chewed up" by any process.

Is this a known issue, and what steps can I take to correct this? Thanks.

That's not a lot to go on. What sort of web site do you have? Have you looked at log files? Both apache and system? Could it be network errors? You've said a little of what it's not doing, so what is it doing? Were you running top while hitting it with requests and watching what happened? And maybe tailing (`tail -f`) the error files and log files while you did that?

You could tell a little about your hardware and network. Oh, and disk space. You don't have a partition filling up or something like that?
