I use amsn on linux and windows, and they both have trouble sending and recieving files, so Im guessing that it is my router (I didnt have any trouble until I installed the router). I dont send or recieve enough files to warrent fixing the problem. I cant send files, but I can recieve files, but only at about 4KB/s, so when someone sends me a song I can go have a nice long shower, and be still be back before its done :P I feel so sorry for dial-up people.
